Six days after Pearl Harbor, Eleanor (Mrs. Franklin D.) Roosevelt, Assistant Director of the Office of Civilian Defense, speaks to Tacoma Mayor Harry Cain and local Civilian Defense leaders about wartime issues in the Mayor's office at City Hall.
