On June 13, 1928, two unidentified workers posed with an acetylene torch at St. Paul & Tacoma Lumber Co.'s new mill. The mill in question is believed to be the new sawmill for cutting hemlock logs built in the Tideflats on the site of the old Foundation shipyards near the Union Bag & Paper Corporation pulp mill still under construction.
