  • Steilacoom, one of the first towns in Washington was founded as Port Steilacoom by Lafayette Balch. Steilacoom City was founded August 23, 1851, on the claim of John B. Chapman as a rival to Captain Balch's Port Steilacoom. The two places were known as Upper Steilacoom (Chapman's part) and Lower Steilacoom (Balch's part) and were later consolidated. Steilacoom was the first seat of government in Pierce County, and was the site of the first school district in the state.
