Standing before Police Judge E.J. Hackett on November 2, 1921, are several men, at least one responding to a traffic violation. Seated to the side is believed to be police clerk W.H Reed who collected traffic fines. Tacoma had a record (at that time) 138 accidents in October of 1921, of which 132 were traffic related. Traffic had increased substantially with more and more drivers on the road and the traffic department of the Tacoma Police Department was undergoing change in the system of handling traffic.
