The tanker "Colina" docked at U.S. Oil and Refining Co.'s dock on the Port Industrial Waterway. The tanker is unloading asphaltic crude oil for use in the new asphalt manufacturing plant. The oil will be pumped into huge new storage tanks and used for the manufacture of premium grade asphalt and road oils. The asphalt plant cost one million dollars to build and was the first major Tacoma expansion for the oil company. The company chose asphalt production for Tacoma due to the city's strategic location and the need for new roads and highways in the Pacific Northwest. Tacoma's Tideflats were chosen for the oil company's location due to the availability of a deep water channel for shipping and the room to expand. (TNT 5/13/1959, pg. A 10-11)
