In September of 1942, Roscoe E. Savage (left) showed Tacoma Police Chief Tom B. Ross one of the new First Aid kits that he had put together for the Police Department's mobile units. The supplies in each kit were adequate to cope with an emergency and would be carried in all 14 patrol cars and the department's three paddy wagons, which could double as ambulances. Each first aid kit contained compresses, gauze, medical tape, iodine and bandages. The paddy wagons were also equipped with stretchers, blankets and splints. The final cost for each kit was only $2.00, compared to $15 for the "official" commercial kits used by other city departments. Mr. Savage, who worked in the police department mechanized unit, deserved much of the cost saving credit; he created the kit boxes from donated material and supplies that were bought in bulk. (T.
