City Manager David Rowlands (center with hat) and representatives of the community met on March 7, 1964, to plant trees in a City Beautification project. The City of Tacoma was sprucing up the hillside overlooking Center Street's Urban Renewal site. From L-R are: La Donna Refour of the Girl Scouts, city councilman Gerry Bott, Boy Scouts executive Herbert R.
