Wet and muddy conditions do not postpone construction of the new J.C. Penney store at the Tacoma Mall Shopping Center in the summer of 1965. Penney's had decided to vacate its longtime main store in downtown Tacoma to move to the new Tacoma Mall Shopping Center which offered plenty of free parking and easy access from the nearby freeway. The tip of the Bon Marche, the first occupant of the mall, is seen above Penney's rooftop. Photograph ordered by James I. Barnes Construction Co., Seattle.
