Central Area Employment Office. This employment agency, located near So. 23rd and "K" St., was established specifically to find jobs for the disadvantaged in the Hilltop community. Harold Moss was its first director. The man pictured above smoking a pipe on April 8, 1969 is believed to be current director Irving G. Franks who was named director in October of 1968. He is standing in front of a large bulletin board explaining employment opportunities with the federal and state government. Mr. Franks, retired from the Army and a former Army middleweight champion of Europe, sought to create more openings for hard-core unemployed, promote training programs and encourage the opening of more apprenticeship programs in unions. He had already found jobs for 240 people, not including day work or short-time. The Central Area Employment Office was scheduled to become a job bank where job information would be funneled to five multi-service centers of the O.D.I. and mobile Rural Economic Opportunity.
