On April 8, 1969, deputy fire marshal R.L. Church of the city fire department examined old plumbing and beams found in a Hilltop residence's unfinished basement. The home's owner, 83-year-old Steven Brown, unwraps the tape covering a narrow pipe. The plumbing had apparently burst the year before and Mr. Brown had set up a substitute system with rubber hoses. Plans were underway to fix up the former neighborhood showcase home, located at 2546 So. "K" (now Martin Luther King Jr. Way) , with the help of three local agencies: the Central Area Progressive Improvement Assn., the City of Tacoma, and the Hilltop Multi-Service Center.
