Herman Walker (center) had recently finished his first week on the job as director of the Tacoma Model Cities program. He is flanked by city manager David Rowlands (L) and Mr. Rowlands' assistant, Erling Mork, in early April of 1969; they may have been discussing far-ranging improvements to the Hilltop neighborhood. Tacoma had submitted an application to the federal government for funds that would apply only to this particular neighborhood. 15,000 people resided within the boundaries of a 950-acre section bounded by Sixth Avenue, 27th St., Sprague and Fawcett. Prior to Mr. Walker's appointment as director, he had been in charge of the Hilltop Multi-Service Center since August of 1967. Mr. Walker, 32, was a graduate of Tuskegee Institute and a former Boeing executive. He had also taught at Shreveport High School prior to coming to the Pacific Northwest.
