While an unidentified woman used the telephone booth behind her, Florence Hargen tried using signal flags to communicate with a friend that lived outside the Salishan housing development. There were almost no private telephones in Salishan in 1943 because the War Products Board had ruled that no new telephone cable would be strung for the duration of the war. The telephone company was given permission to install several outdoor phone booths, but there were not enough to meet demand. (T. Times, 11/10/1943, p. 1).
