Emmett T. Anderson, Grand Exalted Ruler of the Elks, rides on the shoulders of Tacoma police officers together with the officers of the Tacoma Elks. John H. ("Big John") Anderson, the current Exalted Ruler of the Tacoma Elks and future mayor, is seen clowning with a cane in front of Emmett Anderson.
