Members of the Tacoma Freeholders Committee pose for a group portrait in September of 1952 at the end of their deliberations. The group had been selected to propose to voters a new city charter, changing the way Tacoma would be run. The new charter called for a nine man elected council who select a city manager. The Mayor would be selected from among the councilmen. Pictured are seated, left to right, Elizabeth Shackleford, Dr. Charles T. Battin, Mrs. Thornton Swayze, Patrick Steele, Mrs. Clara Goering and Fred Shoemaker, chairman.
