Frank S. Evans, of the Standard Oil Company and local director of civil defense, stands in front of an enlarged City of Tacoma street map in the new Civil Defense Building on May 14, 1953. Nameplates showing various city departments and crucial businesses are stacked up in a semi-pyramid; all would under the review of the Director of Civil Defense. Each nameplate would be placed on a separate desk and the individual manning that desk would be responsible for checking damages, dispatching men, and coordinating the activities of that department. The Civil Defense Building, located on Fawcett Avenue just off 5th St., was constructed of reinforced concrete and considered bombproof. Mr. Evans is photographed in the Control Center which is lined with maps of Pierce County and Tacoma showing streets, power lines, sewers and other utilities.
