Completed fish ladder at the Steilacoom culvert. On December 6, 1938 the men responsible for its construction gathered around the concrete tunnel built under a road. They are, left, workmen Ward Dunn and Fred Brehan and, right, Bill Gaul, County District Supervisor, and Milo C. Bell, chief engineer for the state fisheries. State law demanded the construction of the ladder designed by Mr. Bell. For years, salmon and trout on spawning runs were denied access to Steilacoom Lake and its feeder Clover Creek, resulting in high losses. (T. Times 12/9/1938, pg. 14)
