At last work begins on September 13, 1939 on the long awaited Franklin Park Development Project. The Park Board is cooperating with the WPA (Works Progress Administration) to finance the project. Park leaders have gathered to help turn over the first dirt on the project. Pictured are, left to right, Henry Pitcher of the WPA, Mrs. Pearl Lees, Park Superintendent Sherman Ingels, Mrs. J.B. Champlain and C.F. Mason. The group looks over blueprints. The park is scheduled to be built in two units, with work now commencing on unit #1, extending from 12th to 14th streets between Lawrence and Puget Sound. Included in the plans are a tennis court.
