Franklin Park Improvement Club for the Times. Group poses in undeveloped Franklin Park with blueprints. Work will finally commence on the long anticipated park on September 13, 1939. The park is a joint project of the Park Board and the WPA. Pictured, left to right, are Henry Pitcher of the WPA, Mrs. J.B. Champlain, C.F. Mason, Parks Superintendent Sherman Ingels, and Mrs. Pearl Lees. The area currently being developed is unit 1, of a 2 section project, and covers the area from 12th to 14th streets and between Lawrence and Puget Sound.
