First sale of Food Stamps at the Pierce County Welfare Department, Food Stamp Division, at 2315 Commerce St. in Tacoma. John F. Ball, first man in line, receives a booklet of stamps from clerk H. P. Colburn. Mr. Ball was an elderly bachelor who resided at 1502 Fawcett Ave. As an old age pensioner, he was eligible to purchase $6 worth of stamps for $4, a ratio of $1.50 in stamps for every dollar. The stamps could be exchanged for food stuffs at any participating store. Over 10,000 persons in Pierce County were eligible for the food stamp program. (T. Times 2/5/1940, pg. 1)
