In April of 1939, work was in full swing on the west caisson of the Narrows Bridge. In this photograph, the tugboat "Tango" is tied up to west pier caisson. The tug has pulled in a small barge loaded with a concrete bucket. The crane and workmen are dropping an empty bucket back into place on the barge. The crane will then lift a replacement full bucket. The tug will head back to the concrete mixing plant to refill the empty bucket. The procedure will be repeated with the waiting tug. (T. Times 4/20/1939, pg. 4).
