ca. 1880. David S. Lister, Sr. was elected mayor of New Tacoma May 9, 1881. Under a special act of the Legislature, passed November 5, 1881, entitled "An act to confer a City Government upon New Tacoma," the Board of Trustees was merged into the "Common Council," and the President of the Board became the Acting Mayor. Mr. Lister was the owner of an iron foundry located at 17th & Pacific Avenue.
