On August 22, 1942, Mayor Harry Cain asks a large crowd in front of Victory House in Los Angeles' Pershing Square for "all-out war aid." Cain was in town to address California members of the U.S. Conference of Mayors at their mid-summer session. He spoke on August 21st on "The Civilian Defense Program in Oregon and Washington."
