Mrs. Stone at the typewriter at the Townsend Club in a photograph dated May 22, 1940. Portrait of Dr. Francis Townsend, originator of the Townsend Plan, on the wall. The Plan was formulated in 1934 by Dr. Townsend and called for a $200 a month pension for each retired person over the age of 60. The money had to be spent within that 30 days, insuring circulation of funds. It would be financed by a 2% federal sales tax. The plan had a strong following among seniors, many of who had seen their savings and retirement wiped out by the Depression. Supporters formed "Townsend Clubs" across the U.S. The plan was never adopted, but many of its tenets are contained in modern day programs.
